Nebula Civic Index GeoIndia · first live regional edition

Find the data. Know whether to trust it. See what's missing.

The first live regional edition of Nebula Civic Index.

GeoIndia is an open intelligence layer for India's fragmented public geospatial data. Discover datasets, services and portals; assess access, freshness and provenance; compare authoritative and alternative sources; identify coverage gaps; and move into analysis with NebulaCloud Studio.

What GeoIndia tells you

What exists?

Datasets, services, APIs and portals.

Can I use it?

Access, licence signals, formats and downloadability.

Can I trust it?

Source provenance, verification and link health.

Is it current?

Publication, update and freshness evidence where available.

What are the alternatives?

Government, community, global-open and Earth-observation sources.

What's missing?

Coverage and usability gaps based on catalogued evidence.

Datasets by state / UT

Shaded by single-state records in view — click a state to filter. State filtering includes state-specific, national and applicable global sources.

FewerMore

Boundaries: Natural Earth (public domain). Counts reflect datasets whose coverage is attributable to a single state/UT.

Colour scale & caveats

National, multi-state and global records are not attributed to a single state, so they are not shaded here. They still count in KPIs and assessment. Select a state to see what is catalogued for it, and use the gap analysis below to inspect evidence gaps.

GeoIndia portal assessment

Comparative usability score based on catalogued evidence, not an official rating. Click to drill in.

How scores are computed

Each portal is scored 0–100 from its catalogued records: open & free access (20), download capability (25), GIS-ready formats (15), API & OGC services (15), data recency (15) and link reliability (10). See methodology.

Public-data observatory

Data availability gap analysis

Pick a theme and a state to ask: does an authoritative source exist, is it openly accessible, is it downloadable or API-ready, are alternatives catalogued, and what is the next option?

Authoritative vs alternatives

Compare authoritative and alternative sources

Compare what government publishes with community, global-open and Earth-observation alternatives, then understand whether Studio-assisted generation may be appropriate.

From discovery to delivery

The Civic Index stays open. Nebula Cloud's commercial services begin where discovery ends.

Nebula Civic Index

Civic Index across jurisdictions

Nebula Civic Index is an open public-data intelligence initiative by Nebula Cloud Public Good Labs. It helps make fragmented public datasets easier to discover, verify, compare and act on across jurisdictions. GeoIndia is the first live regional edition.

Public data is abundant but fragmented across agencies, portals and jurisdictions. Civic Index is designed to provide a reusable intelligence layer for discovering what exists, understanding whether it is usable, comparing sources and identifying what is missing. Build locally. Standardize globally.

Live

India — GeoIndia

India's public geospatial data ecosystem.

Coming soon

Europe edition

Expected to begin with EU-level infrastructure and selected national ecosystems.

Coming soon

United States edition

Expected to begin with federal sources before expanding into state and local public-data ecosystems.

Help build the next Civic Index

We welcome collaboration with researchers, universities, open-data communities, geospatial organisations, civic-tech groups and public institutions interested in helping develop the Europe and United States editions.

Collaboration areas include source discovery, catalogue validation, jurisdiction expertise, metadata harmonisation, geospatial standards, research, open-data policy, benchmark use cases and technology integration.

How it works

Assembled with Studio, reviewed by people

The catalogue is assembled from primary sources — government portals, open-data platforms, community data and international repositories — using a Studio-assisted discovery, classification and verification workflow, with human review for uncertain records. Autonomous scheduled maintenance is part of the platform roadmap.

01This is a discovery layer, not a data host. Underlying datasets are not re-hosted; every record links to the source, and the source's terms govern.
02Licence and access classifications are informational. Confirm source terms before production or commercial use.
03Provenance first. Every assertion carries its source, evidence and verification timestamp.
04The catalogue is open data — downloadable as JSON/CSV under an open licence.

What's next
